1) The proposal would not comply with Paragraph A within Schedule 2, Part 3, Class Q of the General Permitted Development Order (2018) as the site was not solely used for an agricultural use as part of an established agricultural unit on 20th March 2013 or as its last use. The proposal is therefore not permitted development and planning permission is required.
