Conditions or Reasons for Planning Application - CB/19/02385/OUT
Conditions or Reasons:
1) The proposed development represents inappropriate development within the Green Belt which, by definition is harmful and would cause demonstrable harm to openness. The proposal would represent encroachment into the countryside, in conflict with the purpose of the Green Belt. No material considerations have been demonstrated that clearly outweigh the harm caused to the Green Belt, and any other harm. Consequently 'very special circumstances' do not exist, and the development is contrary to the aims and objectives of Section 13 of the National Planning Policy Framework.
2) The proposal fails to demonstrate an understanding of the landscape and visual context of the surrounding rural area and will result in an increase in sprawl of built form into open countryside. The proposal would see the existing positive appearance of the site replaced by a substantial urban development. This would result in the loss of its intrinsic beauty. The proposal is therefore contrary to Policy BE8 of the South Bedfordshire Local Plan Review, in that it would adversely affect landscape character and setting, and contrary to Sections 12 and 15 of the National Planning Policy Framework 2019.
3) No technical information has been submitted to demonstrate a feasible method of surface water drainage, contrary to the aims and objectives of the National Planning Policy Framework 2019.
4) No technical information has been submitted to demonstrate the levels of contamination at the site or that the site is suitable and not impacted on by neighbouring activities and traffic noise, contrary to Policy BE8 of the SBLPR 2004 and the aims and objectives of the National Planning Policy Framework 2019.
5) The proposed development site has a direct site entrance to/from the A5 which is part of the strategic road network under Highways England. Insufficient information in the form of a completed safety risk assessment (GG104) and Stage 1 Road Safety Audit (GG119) has been submitted with this application to enable Highways England to assess the safety implications for the A5 contrary to the Design Manual for Roads and Bridges; the CBC Highway Construction Standards & Specifications Guidance and the aims and objectives of the National Planning Policy Framework 2019.
