Conditions or Reasons:
1) 1. The proposal would involve the formation of an additional access to a new diversion of the trunk road to be constructed and would thus tend to prejudice the safety and free flow of through traffic on the highway in that interference would inevitably be caused by vehicles waiting on the highway slowing down and entering the site and emerging onto the trunk road.
