Conditions or Reasons:
1) 1. This property is sited in a "No waiting" area and it is not possible to provide easily accessible off-street parking facilities for loading and unloading. In the absence of such facilities, the proposed development would encourage loading and unloading on the highway giving rise to conditions of danger to users of the highway and interfering with the free flow of traffic.
