Conditions or Reasons:
1) (1) The development envisaged lies within the proposed Green Belt around Luton and Dunstable. Within this Green Belt approval for development will not be granted except in very special circumstances or to meet the needs of agriculture or for purposes defined under Circular 42/55 issued by the Ministry of Housing and Local Government. (2) The site appears in an area shown on the approved County Development Plan as being one of Great Landscape Value. Development of the type proposed involving the breaking up and open storage of old vehicles would progressively detract from the rural appearance and character of these areas. (3) The proposal lies outside the limits of any existing community or its reasonable future development, in an area where for social and economic reasons new development should in general be limited to that which is essential to agriculture. The need for the proposal on these grounds has not been established.
