Conditions or Reasons:
1) The proposed use of the site as a children's nursery, by reason of the impact on nearby residential properties of additional vehicle movements, parking and other activity on or near the premises, would likely adversely affect the residential amenities of the occupiers of these properties to an unacceptable degree. It would therefore be contrary to Policies BE11 of the South Bedfordshire Local Plan and BE8 of the South Bedfordshire Local Plan First Review Deposit (and Proposed Modifications).
2) The proposal would result in a loss of residential accommodation which is contrary to Policy H8 of the South Bedfordshire Local Plan and Policy H7 of the South Bedfordshire Local Plan First Review Deposit (and Proposed Modifications), whereby proposals for change of use from residential to non-residential purposes will be resisted except where it can be demonstrated that the accommodation is unsuitable for continuing domestic use because of its form, location and setting and that it would be impractical to renovate or alter the accommodation for residential use.
