1) The proposed change of use would if permitted have an unacceptable adverse affect on residential amenity which could reasonably be expected by the occupants of the adjoining dwelling by way of noise, fumes and general disturbance, moreover the applicant has failed demonstrate that adequate off-street parking can be provided contrary to the provisions of Policy BE1 of the Mid Beds Local Plan Adopted 1993 and Policy DPS5 of the Mid Beds Local Plan (First Review) Deposit Draft 1999.
