Conditions or Reasons:
1) The proposal represents an unacceptable form of backland development involving the creation of a shared driveway serving the existing dwelling, No. 85 Billington Road, and the new dwelling to the rear. The use of the shared driveway by vehicular and pedestrian traffic would have a detrimental effect on the amenities of the residents of Nos. 85 and 87 Billington Road by reason of additional noise and disturbance. Furthermore, the introduction of traffic movements serving the new dwelling would be unreasonably visually intrusive to the residents of No. 85 as well as having a detrimental effect on their privacy. The proposal would, therefore, be contrary to Policy 10 of the Bedfordshire Structure Plan 2011, Policies BE11, H2 and H6 of the South Bedfordshire Local Plan and Policies BE8, H2 and H6 of the South Bedfordshire Local Plan First Review Deposit (and Proposed Modifications).
