Conditions or Reasons for Planning Application - SB/03/01504/FULL
Conditions or Reasons:
1) The proposal would be contrary to Policy SD1 of the South Bedfordshire Local Plan First Review Deposit (and Proposed Modifications), which states that planning permission will not be granted for development that conficts with the principles of sustainability and fails to contribute towards the improvement of environmental quality and the quality of life within the district. To permit the proposed development would contribute towards the dispersal of residential development in the district, which would conflict with the principles of sustainability. The proposed development would also harm the environmental quality of the surrounding area.
2) The site lies within the South Bedfordshire Green Belt and the proposal would therefore conflict with Policy 24 of the Bedfordshire Structure Plan 2011, Policy GB1 of the South Bedfordshire Local Plan and Policy GB1 of the South Bedfordshire Local Plan First Review Deposit (and Proposed Modifications) whereby, within the Green Belt, permission will not be granted except in very special circumstances for development for purposes other than agriculture and forestry, mineral working, small scale facilities for outdoor sport and outdoor recreation or other uses appropriate to a rural area which preserve the openness of the Green Belt. No special circumstances have been established in this case.
3) To permit the proposed development on land which is located in predominantly open countryside within the Green Belt and against a background of existing planning policies would establish a precedent whereby it would be difficult for the District Planning Authority to resist other similar proposals elsewhere in its area.
4) The South Bedfordshire Local Plan and South Bedfordshire Local Plan First Review Deposit (and Proposed Modifications) require development in rural areas to be located, designed and landscaped in such a way that it minimises the impact on the countryside. The proposal is outside the natural limits of the village of Tebworth and would be an intrusion into the countryside, detrimental to its appearance and rural character, and the barn is not of permanent and substantial construction and capable of conversion without extensive alteration and rebuilding. The proposal is therefore contrary to Policies NE1 and NE12 of the South Bedfordshire Local Plan and Policies NE1 and NE11 of the South Bedfordshire Local Plan First Review Deposit (and Proposed Modifications).
