Conditions or Reasons:
1) The proposed change of use from open space to residential garden and its enclosure would result in a loss of visual amenity to the detriment of the established open character and appearance of the locality. The proposal would not enhance or improve the character of the site and its surroundings and is therefore contrary to Policy 10 of the Bedfordshire Structure Plan 2011, Policy BE11 of the South Bedfordshire Local Plan and Policy BE8 of the South Bedfordshire Local Plan First Review Deposit (and Proposed Modifications).
2) If permitted, the proposal would create a precedent whereby it would be difficult for the District Planning Authority to resist similar proposals to the further detriment of the locality.
