Conditions or Reasons for Planning Application - SB/03/01708/FULL
Conditions or Reasons:
1) The enclosure of the area of land to the side of No. 51 Evelyn Road represents a serious loss of an open area in an important, prominent corner position on the estate and is harmful both to the established character of the streetscene and the amenities of the locality. Further, the erection of a fence, due to its height and location close to the highway boundary creates an intrusive feature in the streetscene, detrimental to the visual amenities of the area. The proposal is therefore contrary to the principles of good design and the requirement for the retention of open space as set out in Policies 10 and 64 of the Bedfordshire Structure Plan 2011, Policies BE11 and R13 of the South Bedfordshire Local Plan and Policies BE8 and R13 of the South Bedfordshire Local Plan First Review Deposit (and Proposed Modifications).
2) If permitted, the proposal would create a precedent whereby it would be difficult for the District Planning Authority to resist similar proposals to the further detriment of the locality.
