Conditions or Reasons for Planning Application - SB/04/00245/FULL
Conditions or Reasons:
1) The proposed development of four flats would result in undue noise, disturbance and general activity amounting to an overintensive use of the premises, harmful to the residential amenity which neighbouring occupiers could reasonably expect to enjoy and harmful to the established character of this part of Great Northern Road which largely comprises dwellinghouses in single family occupation. The proposal is therefore contrary to Policy 10 of the Bedfordshire Structure Plan 2011and Policies BE8 and H9 of the South Bedfordshire Local Plan Review.
2) The South Bedfordshire Local Plan Review states that proposals involving the loss of local shopping facilities outside the town centres will only be permitted where the District Planning Authority is satisfied that all reasonable attempts to market the property for an A1 use have failed. Insufficient information has been provided to satisfy the District Planning Authority that all reasonable attempts to market the property for continued A1 use have failed and accordingly the proposal is contrary to Policy TCS 7 of the South Bedfordshire Local Plan Review.
3) The proposed extensions by reason of their size, siting and massing would appear as overbearing, prominent and incongruous features to the detriment of the adjoining residential properties and the general street scene. The proposal is therefore contrary to Policy 10 of the Bedfordshire Structure Plan 2011 and Policies BE8 and H8 of the South Bedfordshire Local Plan Review.
4) If permitted, the proposal would create a precedent whereby it would be difficult for the District Planning Authority to resist similar proposals to the further detriment of the locality.
