Conditions or Reasons for Planning Application - SB/04/00393
Conditions or Reasons:
1) The South Bedfordshire Local Plan Review and Bedfordshire Structure Plan 2011 require that development in rural areas, including the Chilterns Area of Outstanding Natural Beauty, be located and designed so as to ensure that it is sensitively integrated into its rural surroundings and conserves and enhances the natural beauty of the landscape and does not adversely effect the special character of the area. The proposed wall, by reason of its height, prominent siting and proximity to the highway boundary represents an intrusion into the rural countryside to the detriment of the rural character and appearance of the area which lies within the Chiltern Area of Outstanding Natural Beauty. The proposal is therefore contrary to Policies 8 and 10 of the Bedfordshire Structure Plan 2011, Policies NE1/NE2 and BE8 of the South Bedfordshire Local Plan Review.
2) If permitted, the proposal would create a precedent whereby it would be difficult for the District Planning Authority to resist similar proposals to the further detriment of the locality.
