Conditions or Reasons:
1) Number 26 Grove Road occupies a prominent corner site at the junction of Grove Road and Grove Place within a residential area that has been developed predominantly on the basis of open plan principles. The development enclosing the greater part of this area represents a serious loss to the estate harmful to the visual amenity of the locality. By virtue of its height and siting in close proximity to the public highway, the development appears as an incongruous feature in the street scene, harmful to the established character of the cul-de-sac and to the special character of the Leighton Buzzard Conservation Area. The development is therefore contrary to Policies 10 and 13 of the Bedfordshire Structure Plan 2011 and Policies BE4, BE5 and BE8 of the South Bedfordshire Local Plan Review.
2) The development makes inadequate provision for vehicle and pedestrian visibility between the existing highway and the access/garage at the rear of the property in Grove Place. This is likely to lead to conditions prejudicial to highway and pedestrian safety contrary to Policy 42 of the Bedfordshire Structure Plan 2011 and Policy T1 of the South Bedfordshire Local Plan Review.
3) If permitted, the proposal would create a precedent whereby it would be difficult for the District Planning Authority to resist similar proposals to the further detriment of the locality.
