Conditions or Reasons for Planning Application - SB/04/00815/FULL
Conditions or Reasons:
1) The site lies within the South Bedfordshire Green Belt and the proposed extensions would, taken together with the previous extensions to this property, result in a dwelling extended to a cumulatively disproportionate degree having regard to the level of restraint appropriate within the Green Belt. The proposal therefore represents inappropriate development, harmful to the openness of the Green Belt, and contrary to Policy 24 of the Bedfordshire Structure Plan 2011 and Policies GB1 and H13 of the South Bedfordshire Local Plan Review.
2) The proposal would conflict with Policy 6 of the Bedfordshire Structure Plan 2011 and Policy NE2 of the South Bedfordshire Local Plan Review, which seek to preserve the high quality of the landscape of the Chilterns Area of Outstanding Natural Beauty and to resist development which would have an adverse effect on it. To permit this proposal would have an adverse effect on the landscape and natural beauty of the area.
3) The proposal would conflict with Policy 7 of the Bedfordshire Structure Plan 2011 and Policy NE3 of the South Bedfordshire Local Plan Review, which state that development which would adversely affect the character of areas defined as being of Great Landscape Value will not normally be permitted. To permit this proposal would have an adverse effect on the landscape.
4) The South Bedfordshire Local Plan Review requires development in rural areas to be located, designed and landscaped in such a way that it minimises the impact on the countryside. The proposed garage would, by reason of its height, siting and incongruous design, be an intrusion into the countryside, detrimental to its appearance and rural character. The proposal is therefore contrary to Policy NE1 of the South Bedfordshire Local Plan Review.
5) The proposed garage would, because of its height, siting and incongruous design, adversely affect the appearance of the site and the visual amenity of the locality. The proposal is therefore contrary to Policy 10 of the Bedfordshire Structure Plan 2011 and Policies H8 and BE8 of the South Bedfordshire Local Plan Review.
6) To permit the proposed development on land which is located in predominantly open countryside within the Green Belt and against a background of existing planning policies would establish a precedent whereby it would be difficult for the District Planning Authority to resist other similar proposals elsewhere in its area.
