Conditions or Reasons:
The operations described in the First Schedule hereto constitute development within the meaning given in Section 55 of the Act. However the operations were substantially completed before four years preceding the date of the application and therefore pursuant to Section 171B (1) of the Act no enforcement action can be taken in respect thereof.

The operations are therefore lawful pursuant to Section 191 (2) of the Act and express planning permission need not be obtained in respect thereof.
