Conditions or Reasons for Planning Application - SB/04/01355/FULL
Conditions or Reasons:
1) The Dell is a residential estate that has been developed on the basis of open plan principles. The original hedge/vegetation between the front of No. 11 and the roadside footpath was devised as part of carefully prepared landscaping proposals for that part of the cul-de-sac and performed an important function with respect to softening the appearance of the area and its impact on public views into, over and out of the site. Number 11 occupies a prominent part of this cul-de-sac and the erection of a garden wall between the front of No. 11 and the roadside footpath represents a serious loss to the visual amenities of the estate and the locality. By virtue of its height and siting in close proximity to the footpath, the garden wall appears as an incongruous feature in the street scene, harmful to the established character of the cul-de-sac and to the special character of the wider area. The development is therefore contrary to Policy 10 of the Bedfordshire Structure Plan 2011 and Policy BE8 of the South Bedfordshire Local Plan Review.
2) If permitted, the development would create a precedent whereby it would be difficult for the District Planning Authority to resist similar proposals to the further detriment of the locality.
