Conditions or Reasons:
1) The South Bedfordshire Local Plan Review states that, within the Town Centre and Main Shopping Area of Leighton Buzzard, changes of use for non-retail purposes at ground floor level will only be permitted where the District Planning Authority is satisfied that the vitality and viability of the retail function of the town centre will be sustained and enhanced. Policy TCS2 of the South Bedfordshire Local Plan Review requires of proposals for changes of use to non-A1 uses in this location that:
The use shall have a level of customer attraction comparable to a Class A1 use;
The shopping frontage shall remain predominantly within Class A1 use;
The use will extend the range of facilities offered and/or stimulate activity outside normal shopping hours;
The use shall include an appropriate window display.
The resultant shopping frontage would not be predominantly within Class A1 use and the proposed A2 use would not extend the range of facilities offered in the Main Shopping Area. No information has been submitted to demonstrate the expected level of customer attraction of the proposed A2 use, its hours of opening and its window display. As the application site includes ground floor retail premises within the Town Centre and Main Shopping Area of Leighton Buzzard the proposal would therefore be contrary to Policy 51 of the Bedfordshire Structure Plan 2011 and Policies TCS1 and TCS2 of the South Bedfordshire Local Plan Review.
