Conditions or Reasons:
1)
The site lies within the South Bedfordshire Green Belt and the proposal would therefore conflict with Policy 24 of the Bedfordshire Structure Plan 2011 and Policy GB1 of the South Bedfordshire Local Plan Review whereby, within the Green Belt, permission will not be granted except in very special circumstances for development for purposes other than agriculture and forestry, mineral working, small scale facilities for outdoor sport and outdoor recreation or other uses appropriate to a rural area which preserve the openness of the Green Belt. No special circumstances have been established in this case.
2) The proposed development would result in the loss of an area of essentially undeveloped and open land which provides an important visual break within this village street scene and which makes a significant contribution towards the designated Stanbridge Area of Special Character. It would result in a more urbanised form of built development within the street scene, harmful to its character and that of the locality. The proposal is therefore contrary to Policy 10 of the Bedfordshire Structure Plan 2011 and Policies BE6 and BE8 of the South Bedfordshire Local Plan Review.
3) The proposed dwelling, because of its siting in close proximity to the curtilage boundary of the site with number 2A Mill Road and juxtapostion with the rear elevation and garden of the property, would have an unduly obtrusive and overbearing impact, harmful to the living conditions of the occupiers of Number 2A. The proposal is threfore contrary to Policy 10 of the Bedfordshire Structure Plan 2011 and Policies H2 and BE8 of the South Bedfordshire Local Plan Review.
