Conditions or Reasons:
1) Government Guidance and Local Plan policy relating to car parking in residential developments indicates that reduced levels of parking will be accepted provided that such reductions would not result in street parking related congestion and environmental problems. Billington Park has already been developed with a general approach of minimum parking provision, and the proposed further reduction by one space in off street car parking provision would be contrary to the approach to the level of provision set out in the national guidance of PPG 3 'Housing', Bedfordshire Structure Plan 2011 Policies 10 & 42, and the South Bedfordshire Local Plan Review Policies T1 and T10.

If permitted, the proposal would create a precedent whereby it would be difficult for the District Planning Authority to resist similar proposals, leading to an increase in on street parking, escalating the negative effect upon the residential amenity of residents and general environmental quality of the Billington Park Estate.
