Conditions or Reasons:
1) The general design of the Close is open plan with low boundary enclosures of walls and shrubs giving the area a spacious appearance. The erection of the fence due to its height and prominent location in relation to the public highway has created a harsh incongruous feature which has an adverse visual impact to this open character in an area which formerly performed an important function with respect to softening the appearance of the area. The proposal is therefore contrary to the principles of good design set out in Policy 10 of the Bedfordshire Structure Plan 2001 and Policy BE8 of the South Bedfordshire Local Plan Review.
2) If permitted, the proposal would create a precedent whereby it would be difficult for the District Planning Authority to resist similar proposals to the further detriment of the locality.
