Conditions or Reasons:
1) The proposed development would involve the loss of a significant area of grassed open space to the south of number 42 Birchside, which currently performs an important visual amenity function. The proposal would accordingly be detrimental to the established character of the area and would appear unduly prominent within the street scene. The proposal is therefore contrary to Policies 10 and 64 of the Bedfordshire Structure Plan 2011 and Policies BE8, H2 and R12 of the South Bedfordshire Local Plan Review.
2) The proposed two storey side extension, creating a dwelling, would by reason of it's prominent siting, bulk and visual impact, constitute an unacceptably dominant development in the street scene. The proposal would detract from the character of the area, and is therefore contrary to the principles of good design as set out in Policy 10 of the Bedfordshire Structure Plan 2011 and Policies BE8, H2, H6 and H8 of the South Bedfordshire Local Plan Review.
