Conditions or Reasons:
1) Government Guidance and Local Plan policy relating to car parking in residential developments indicates that reduced levels of parking will be accepted provided that such reductions would not result in street parking related congestion, highway safety and environmental problems. The proposed reduction in off street car parking provision resulting from the conversion of the garage would be contrary to the approach to highway safety and the level of provision set out in the national guidance of PPG 3 'Housing', Bedfordshire Structure Plan 2011 Policies 10 & 42, and the South Bedfordshire Local Plan Review Policies T1 and T10.

If permitted, the proposal would create a precedent whereby it would be difficult for the District Planning Authority to resist similar proposals, leading to an increase in on street parking, escalating the negative effect upon the residential amenity of residents and general environmental quality of The Chilterns.
