Conditions or Reasons:
1) Cromer Way is a residential area that has been developed on the basis of open plan principles. Number 126 occupies a prominent corner position and so the enclosure of the land to the side and rear of the building would represent a serious loss to the estate, harmful to the character and visual amenities of the area. By virtue of its height and siting in close proximity to the footpath, the fence would appear as an incongrous feature in the street scene, harmful to the character of the area. The development is therefore contrary to Policy 10 of the Bedfordshire Structure Plan 2011 and Policy BE8 of the South Bedfordshire Local Plan Review.
2) The siting of the proposed garden perimeter fence close to the footpath boundary would cause a lack of pedestrian intervisibility on the North East corner of the driveway of 1 Yately Close, which would be a danger to highway users as vehicles exit the driveway to this property, contrary to Policy T1 of the South Bedfordshire Local Plan Review.
3) If permitted, the proposal would create a precedent whereby it would be difficult for the District Planning Authority to resist similar proposals to the further detriment of the locality.
