Conditions or Reasons:
1) The proposal would involve backland development, tantamount to the creation of a new dwelling and without adequate road frontage and out of character with the locality, resulting in an unsatisfactory standard of development which would detract from the amenity of the surrounding area, and adversely affect the amenities of local residents. The proposal is therefore contrary to the principles of good design set out in Policy 10 of the Bedfordshire Structure Plan 2011 and Policy BE8 of the South Bedfordshire Local Plan Review, and contrary to Policies H2 and H6 of the South Bedfordshire Local Plan Review.
2) The proposed annexe, due to its size, siting and physical relationship to the main dwelling cannot practically be regarded as ancillary to that dwelling. It is therefore likely to operate as a separate planning unit which would create a greater detrimental impact on the residential amenities of the occupiers of adjoining properties than would reasonably be expected from the existing use. This would therefore be contrary to Policy BE8 of the South Bedfordshire Local Plan Review.
3) If permitted, the proposal would create a precedent whereby it would be difficult for the District Planning Authority to resist similar proposals to the further detriment of the locality.
