Conditions or Reasons for Planning Application - MB/02/00612/OUT
Conditions or Reasons:
1) Approval of the details of:-

(a) the landscaping of the site;

(hereinafter called "the reserved matters") shall be obtained from the Local Planning Authority in writing before any development is commenced. Plans and particulars of all of the reserved matters referred to above shall be submitted in writing to the Local Planning Authority and shall be carried out as approved.

Reason: To enable the Local Planning Authority to exercise control over the said matters which are not particularised in the application for planning permission in accordance with Section 92 of the Town and Country Planning Act 1990 and Town and Country Planning (General Development Procedure) Order 1995.
2) Application for approval of the reserved matters shall be made to the Local Planning Authority before the expiration of three years from the date of this permission.

Reason: To comply with the provisions of Section 92 (2) (a) and (4) of the Town and Country Planning Act 1990.
3) The development hereby permitted shall be begun either before the expiration of five years from the date of this permission, or before the expiration of two years from the date of approval of the last of the reserved matters to be approved, whichever is the later.

Reason: To comply with the provisions of Sections 92 (2) (b) and (4) of the Town and Country Planning Act 1990.
4) Details of the materials to be used for the external walls and roof shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted.

Reason: To protect the visual amenities of the building and of the area generally.
5) Details of the method of disposal of foul and surface water drainage shall be submitted to and agreed in writing by the Local Planning Authority including any land drainage system, before the development is commenced. Thereafter no part of the development shall be brought into use until the approved drainage scheme has been implemented.

Reason: To ensure that adequate foul and surface water drainage is provided and that existing and future land drainage needs are protected.
6) Detailed drawings of the following items to a scale of 1:100 shall be submitted to and approved in writing by the Local Planning Authority before the development hereby approved is commenced:-

A plan showing the vehicular access on approved plan no. 1106/05 widened to 3.1m, with the eastern hammerhead widened to 4.0m and the southern hammerhead widened to 3.0m

Reason: To enable vehicles to enter and turn within the site in the interests of highway safety
7) Development shall not commence until detailed drawings at a scale of 1:50 have been submitted clearly showing the first floor bedroom window in the eastern elevation of no.90 Stotfold Road relocated to either the northern or southern elevation of that property. The window shall be relocated in accordance with the approved plans and the existing opening filled in, in external materials to match those existing prior to the commencement of development of the new dwelling hereby approved.

Reason : to achieve a satisfactory standard of development
8) The proposed vehicular access shall be surfaced in tarmacadam or other similar durable material as may be approved in writing by the Local Planning Authority for a distance of m into the site, measured from the highway boundary, before the premises are occupied. Arrangements shall be made for surface water drainage from the site to be intercepted and disposed of separately so that it does not discharge into the highway.

Reason: To avoid the carriage of mud or other extraneous material or surface water from the site into the highway so as to safeguard the interest of highway safety.
