Conditions or Reasons for Planning Application - MB/02/00693/FULL
Conditions or Reasons:
1) The development hereby approved shall be commenced within five years of the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 which is designed to ensure that a planning permission does not continue in existence indefinitely if the development to which it relates is not carried out.
2) The Beech tree, as indicated on drawing number 100HS010618 shall be retained in accordance with the approved plans and particulars; and paragraphs (a) and (b) below.
(a) The retained Beech tree shall not be cut down, uprooted or destroyed, nor shall the retained Beech tree be topped or lopped, without the written approval of the Local Planning Authority. Any topping or lopping approved shall be carried out in accordance with BS3998 (1989)
(b) If the retained Beech tree is removed, uprooted or destroyed or dies, another tree shall be planted at the same place and that tree shall be of such size and species, and shall be planted at such time, as may be specified in writing by the Local Planning Authority.

Reason: To safeguard the existing Beech tree on the site in the interest of visual amenity.
3) The drive hereby by approved, shall be constructed using a no-dig method of construction as outlined in Arboricultural Practice Note no.1 (Driveways close to trees).

Reason: To ensure the protection of trees and hedgerows to be retained, and in particular to avoid unnecessary damage to their root systems.
4) A hedge of a height and species to be submitted to and approved in writing by the Local Planning Authority shall be planted in the first planting and seeding season following the commencement of development between the points marked XX on the approved layout plan, and shall thereafter be retained.

Reason: To safeguard the amenity and privacy of residents, and in the interests of the visual amenity of the locality.
5) Before the premises are occupied all on site vehicular areas shall be surfaced in a manner to the Local Planning Authority's approval so as to ensure parking of vehicles outside highway limits. Arrangement shall be made for surface water from the site to be discharged and disposed of separately so that it does not discharge into the highway.

Reason: In order to minimise danger, obstruction and inconvenience to users of the highway and of the premises
6) The turning space for vehicles on the approved Plan (No: 100HS010618) shall be constructed before the development is first brought into use.

Reason: To enable vehicles to draw off, park and turn outside the highway limits thereby avoiding the reversing of vehicles on to the highway,
