1) The proposal would adversely affect the character of the streetscene by further enclosing the public footpath to create an oppressive alleyway, contrary to Policy BE1 of the Adopted Mid Bedfordshire Local Plan 1993 and Policy DPS6 of The First Review Deposit Draft Mid Bedfordshire Local Plan 1997.
