1) The proposed development would result in excessive building bulk by way of height abutting the boundary to the detriment of the character and appearance of the streetscene; as such the proposal is contrary to policy DPS5 of the Mid Bedfordshire Local Plan First Review (Deposit Draft) 1997 as proposed to be amended.
