Conditions or Reasons:
1) 1. The development shall begin not later than five years from the date of this permission. REASON: To comply with Section 91 of the Town and Country Planning Act 1990. 2. Before the development hereby permitted is commenced samples of facing materials for the building shall be submitted to and approved in writing by the District Planning Authority. REASON: To ensure adequate control over the appearance of the building. 3. Before the development hereby permitted is commenced the existing buildings and structures, including their bases, outlined in green on the attached drawing 93/122/4e shall be demolished or dismantled and entirely removed from site. REASON: To reduce the number of structures present on this important Green Belt site and to enhance the setting of Holly Frindle. 4. The annexe hereby permitted shall only be used as ancillary accommodation for Holly Frindle and shall at no time be occupied as a separate or self contained dwelling unit or used or occupied for any other purpose. REASON: To prevent the introduction of a new dwelling or other use in this Green Belt location. 5. Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking and re-enacting that Order), no alterations to the external appearance of the building hereby permitted shall be carried out without the prior written approval of the District Planning Authority. REASON: To control the external appearance of the building in the interests of the amenities of the area. 6. Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking and re-enacting that Order), no development other than that hereby permitted shall be carried out. REASON: To control the development in the interests of the amenities of the area. 7. The access shall be routed as shown on the plan first received on 01/11/95, or such other route as may be agreed in writing by the District Planning Authority. All supports for the raised decking shall be based so as to maximum clearance to adjacent retained trees. REASON: To avoid damage to nearby trees which screen Hillside. 8. Before development begins, a landscaping scheme to include new planting and treatment of the exposed sides of the raised decking of the access drive shall be submitted to and approved in writing by the District Planning Authority. The approved scheme shall be implemented by the end of the full planting season immediately following the completion and/or first use of any separate part of the development (a full planting season means the period from October to March). The trees, shrubs and grass shall subsequently be maintained for a period of five years from the date of planting and any which die or are destroyed during this period shall be replaced during the next planting season and maintained until satisfactorily established. REASON: To ensure a satisfactory standard of landscaping. 9. This permission relates only to the details shown on the site location plan received 12/06/00 and Drawing Nos. 93/122.4e first received by this Council on 16/05/95 as amended by drawing first received on 01/11/95; 93/122/20 and 93/122/21 first received 26/04/95; and 93/122/5a (in two sheets) first received 31/03/95 or to any subsequent appropriately endorsed revised plans. REASON: To identify the approved plans and to avoid doubt. INFORMATIVES: 1. The applicant is informed that Condition 8 should include details of new tree and shrub planting on the banks above and below the new access drive and indicate treatment of the open sides of the raised decking of the access drive to prevent accumulation of detritus. 2. The District Planning Authority considers the lawful use of Holly Frindle to be residential (Class C3). Any use which gives rise to a material change of use of the property will require planning permission.
