Conditions or Reasons:
1) The proposal by reason of its scale and location would adversely impact upon the character and appearance of the open countryside and surrounding area. The existing dwelling is not capable of habitation and therefore the proposal represents a new dwelling in the open countryside and does not conform with the policy requirements for replacement dwellings. This would be contrary to Policy H4 of the Mid Bedfordshire Local Plan 1993 and Policies CS1, CS22 and HO6 of the Mid Bedfordshire Local Plan First Review Deposit Draft Incorporating Proposed Modifications 2003.
