Conditions or Reasons for Planning Application - SB/06/00228/FULL
Conditions or Reasons:
1) This permission is limited to a period expiring on 31/05/2008 when the use shall be discontinued unless before that date the District Planning Authority has granted permission for its continuation.
REASON: To allow the District Planning Authority to review the use when the permission expires.
(Policy BE8, S.B.L.P.R).
2) This permission is for the sole benefit of Mr G Bunker and shall extend to no other person, partnership, firm or company.
REASON: To ensure the retention of planning control by the District Planning Authority on the disposal of the present applicant's interest in the land and buildings having regard to the Green Belt location of the site and the proximity of residential properties.

3) This permission shall extend to the use of the building as a functions room on no more than 30 occasions in any calendar year (of which no more than 6 shall be on Sundays). (On no occasion shall the building be used on both Saturday and Sunday of the same weekend.)
REASON: To protect the amenity of neighbouring properties.
(Policy BE8, S.B.L.P.R).
4) The building shall only be used as a functions room between the hours of 0900 and 2300 on Mondays to Fridays, 0900 and 2400 on Saturdays and 0900 and 2200 on Sundays. No music shall be played or relayed within the premises outside the specified hours and then only during the time when a function is being held.
REASON: To protect the amenity of neighbouring properties.

5) All plant, machinery and equipment (including refrigeration and air conditioning systems, and public address and other amplified sound systems) to be used by reason of this permission shall be so installed, maintained and operated as to prevent the transmission of noise and vibration into any neighbouring premises and places of public resort.
REASON: To prevent nuisance from noise and vibration and to safeguard the amenities of the area.

6) Before development begins, a scheme for the attenuation of noise and vibration shall be submitted to and approved in writing by the District Planning Authority. The scheme as approved shall be fully implemented before the development is first occupied or brought into use and thereafter retained in its entirety.
REASON: To prevent nuisance from noise and vibration and to safeguard the amenities of the area.

7) No buildings or other structures, including marquees, shall be erected, constructed or placed on the site for use in association with the functions room, except for the siting of one temporary marquee within a location which shall first be agreed in writing by the District Planning Authority.
REASON: To control the development in the interests of protecting the amenity of the area and the openness of the Green Belt.

8) Before development begins, a scheme for the parking of vehicles on the site shall be submitted to and approved in writing by the District Planning Authority. The scheme shall comply with the standards of the District Planning Authority and shall be fully implemented before the development is first occupied or brought into use and thereafter retained for this purpose.
REASON: To ensure provision for car parking clear of the highway.
(Policies 42, B.S.P.; T10, S.B.L.P.R).
9) The existing access shall be widened to 4.1m for a distance of 10.0m measured from the nearside kerb.
REASON: In the interests of road safety.
(Policies 42, B.S.P.; T1, S.B.L.P.R).
10) The proposed vehicular access shall be surfaced in bituminous or other similar durable material as may be approved in writing by the District Planning Authority for a distance of 7m into the site, measured from the highway boundary, before the premises are occupied. Arrangements shall be made for surface water drainage from the site to be intercepted and disposed of separately so that it does not discharge into the highway.
REASON: To avoid the carriage of mud or other extraneous material or surface water from the site into the highway so as to safeguard the interest of highway safety.

11) This permission relates only to the details shown on the Site Location Plan received 08/03/06 and Drawing No. 1333 received 03/03/06 or to any subsequent appropriately endorsed revised plan.
REASON: To identify the approved plan/s and to avoid doubt.
