1) The proposed erection of a mesh fence in this visually prominent location and elevated position would have an adverse impact on the setting and appearance of the Grade 11 Listed Building in conflict with Policies DPS6 and CHE1A of the Adopted Mid Beds Local PLan First Review and contrary to PPG15: Planning and the Historic Environment.
