Conditions or Reasons:
1) 1. The proposed development by reason of its unsatisfactory design, excessive refuse bin carry distance, size and relationship with adjoining properties, and the proposed layout, would constitute a cramped and unsatisfactory form of development harmful to the established character of this part of the Dunstable Conservation Area. The proposal is therefore contrary to Policies 10 and 13 of the Bedfordshire Structure Plan 2011, Policies BE11, H2, H6, BE5 and BE6 of the South Bedfordshire Local Plan and Policies BE8, H2, H6, BE4 and BE5 of the South Bedfordshire Local Plan First Review Deposit (and Proposed Pre-Inquiry Changes). 2. The proposed development would have an inadequate and unsatisfactory width of access, not in accordance with paragraph 3.2 of Bedfordshire County Council's Highway Development Control Design Guide (January 1995) and would result in likely damage to vehicles and adjacent property and possible danger to pedestrians using the access. The proposal is therefore contrary to Policy T4 of the South Bedfordshire Local Plan and Policy T1 of the South Bedfordshire Local Plan First Review Deposit (and Proposed Pre-Inquiry Changes).
