| Conditions or Reasons: | 1)
The development hereby approved shall be commenced within three years of the date of this permission.
Reason: To comply with Section 91 of the Town and Country Planning Act 1990 which is designed to ensure that a planning permission does not continue in existence indefinitely if the development to which it relates is not carried out. |
2)
The access shall have a minimum width of 4.1m.
Reason:In the interest of road safety and for the avoidance of doubt. |
3)
The proposed vehicular access shall be surfaced in tarmacadam or other similar durable material as may be approved in writing by the Local Planning Authority for a distance of 5.0 m into the site, measured from the highway boundary, before the premises are occupied. Arrangements shall be made for surface water drainage from the site to be intercepted and disposed of separately so that it does not discharge into the highway.
Reason: To avoid the carriage of mud or other extraneous material or surface water from the site into the highway so as to safeguard the interest of highway safety. |
4)
Any gates provided shall open away from the highway and be set back a distance of at least 5.0m from the nearside edge of the carriageway of the adjoining highway.
Reason: To enable vehicles to draw off the highway before the gates are opened. |
5)
The maximum gradient of the vehicular access shall be 10% (1 in 10).
Reason: In the interests of the safety of persons using the access and users of the highway. |
6)
The new vehicular access shall enter the public highway at the boundary at such a level as shall be agreed in writing by the Local Planning Authority. Any necessary gradient shall be constructed on the application site entirely outside highway limits.
Reason: To secure a satisfactory access appropriate to the development, in the interest of public safety and convenience. |
7)
Before the premises are occupied any existing access within the frontage of the land to be developed, not incorporated in the access hereby approved shall be closed in a manner to the Local Planning Authority's written approval.
Reason: In the interests of road safety and to reduce the number of points at which traffic will enter and leave the public highway. |
8)
The development shall not be brought into use until a turning space for vehicles has been constructed within the curtilage of the site in a manner to be approved in writing by the Local Planning Authority.
Reason: To enable vehicles to draw off, park and turn outside of the highway limits thereby avoiding the reversing of vehicles onto the highway. |
9)
No development shall commence until a wheel cleaning facility has been provided at all site exits in accordance with a scheme to be submitted to and approved in writing by the Local Planning Authority. The wheel cleaner(s) shall be removed from the site once the roadwork's necessary to provide adequate access from the public highway have been completed (apart from final surfacing) to the satisfaction of the Local Planning Authority.
Reason: In the interests of the amenity and to prevent the deposit of mud or other extraneous material on the highway during the construction period. |
10)
Visibility splays shall be provided at the junction of the vehicular access with the public highway. The splays shall extend to the limits of the sites highway frontage on the west side of the access and to the limits of the sites highway frontage to the east of the site up to the westerly front corner of the barn from a point on the centre line of the access measured 2.4m back from the road channel. The vision splays so described shall be maintained free of any obstruction to visibility.
Reason: To provide adequate visibility between the existing highway and the proposed access, and to make the access safe and convenient for the traffic which is likely to use it. |
11)
Prior to works commencing a detailed structural report and drawings shall be submitted to and agreed by the LPA. This shall detail how the new floor and associated works will be undertaken without causing harm to the historic fabric of the building and shall include any structural measures needed to either the roof or walls of the existing building (if applicable)
Reason: To safeguard the special architectural and historic interest of this listed building in accordance with Policies CHE1 and CHE1B of the Mid Bedfordshire Local Plan 2005. |

Notwithstanding the fenestration shown on the eastern gable elevation of the plans hereby granted consent, details of a mulltipane window format similar to those existing shall be submitted to and agreed in writing with the LPA prior to works commencing. These details shall include the means of opening and include a 1:2 detail of the glazing bars. The works shall be implemented solely in accordance with detail agreed with the LPA.
Reason : to secure an acceptable scheme which safeguards the special character and historic interest of the Listed Building and the Conservation Area. |
13)
Prior to the commencement of development a detailed photographic record of the building in its preconverted condition shall be undertaken in accordance with a specification agreed with the LPA which shall be equivalent to the RCHME Level 1 standard (which includes a brief written description of the building and the photos being annotated to survey drawings of the building). One copy of this record shall be submitted to the LPA prior to works commencing.
Reason: To safeguard the special architectural and historic interest of this listed building in accordance with the requirements of PPG 15. |
14)
Prior to the commencement of the conversion of this barn a method of work statement indicating the sequence of works shall be submitted to and approved in writing by the Local Planning Authority and thereafter adhered to during construction works.
Reason: To maintain the integrity and character of the building. |
15)
The new works shall be executed withbricks/plain clay tiles/mortar mix/flat roof covering to match the existing building, details (all) of which shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development.
Reason: To safeguard the special architectural and historic interest of this statutorily listed building in accordance with Policy CHE1 of the Adopted Mid Bedfordshire Local Plan 2005. |
16)
Prior to the commencement of recovering the roof, details of the methods of ventilation of the roof space shall be submitted to and approved in writing by the Local Planning Authority. The works shall be carried out and completed strictly in accordance with the approved details.
Reason: To safeguard the special architectural and historic interest of this statutorily listed building in accordance with Policy CHE1 of the Adopted Mid Bedfordshire Local Plan 2005. |
17)
Detailed drawings of at least 1:10 of the new internal staircase including the pattern of the ballustrades and hand rail and materials to be used shakll be submitted for approval to the Local Planning Authority prior to commencement of work. A cross section of the building to demonstrate how the new floor will be installed in relation to the existing building fabric including the existing roof timbers, denoting any timber to be removed and in relation to new or existing openings. The location of any external soil vent pipes vents or ducts Details of how the two stable doors and slats over the central fan light and door to the onion store loft are to be reused as part of the garden elevation details Details of the proposed dry lining system to the internal walls and any new damp proofing measures to be introduced. Details of the treatment of the roof including a cross section of the new profile detailing the verges and eaves, details of the new insulation to be added and details of where any ceilings are to be added to the first floor (if applicable) Details of the heating proposed to the building including any new chimneys hearths or flues Details of the treatment of ground floor flooring including levels, surface materials and if applicable details of any under floor heating system Details of any external hard surfacing around the building
The works shall be carried out and completed strictly in accordance with the approved details.
Reason: To safeguard the special architectural and historic interest of this building in accordance with Policy CHE1A of the Adopted Mid Bedfordshire Local Plan 2005. |
18)
Detailed drawings at a scale of at least 1:20 of all new external doors and windows. The windows shall be of timber construction. The external paint or stain finish of the frames shall be submitted to and agreed as part of these details.
Reason: To safeguard the special architectural and historic interest of this statutorily listed building in accordance with Policy CHE1A of the Adopted Mid Bedfordshire Local Plan 2005. |
19)
Notwithstanding the approved plans, all rainwater goods shall be of cast iron or aluminium and painted black unless otherwise agreed in writing by the Local Planning Authority.
Reasons: To safeguard the special architectural and historic interest of this statutorily listed building in accordance with Policy BE6 of the Mid Bedfordshire Local Plan 2005. |
20)
Prior to the works hereby granted consent commencing details of how the painted advertisement to the roadside elevation is to be protected during the course of the works and conserved as part of the change of use of the building shall be submitted to and agreed in writing with the Local Planning Authority. These works shall be fully undertaken prior to the building being first occupied.
Reason : to ensure the preservation of a feature of interest on this listed building, to meet the provisions of Policy CHE11 of the South Bedfordshire Local Plan 2005. |
21)
The roof lights to the southern elevation hereby granted consent shall be of a conservation roof light format, and fitted with flush detail following the plane of the roof. The submitted details shall specify the exact size and manufacturers details. The scheme shall be implemented solely in accordance with these agreed details.
Reason: To secure an acceptable form of development. |
22)
The building to be converted shall be solely used ancillary to the occupation of the main house and shall not at any time be occupied as an independent dwelling.
Reason: For avoidance of doubt as to what this permission relates. |
