Conditions or Reasons:
1) The South Bedfordshire Local Plan Review seeks to protect open space, including amenity areas, in the towns and villages of the District except where the development of the site is proposed in the Local Plan or where development of the site is essential for the improvement, enhancement or enlargement of the existing open space. None of these exceptions apply in this case and the proposal would thus result in an unacceptable loss of such open space and amenity area. The proposal is therefore contrary to Policy R12 of the South Bedfordshire Local Plan Review.
2) The development results in the enclosure of a section of land that, by reason of openness and potential for landscaping, would otherwise serve to soften the visual appearance of the area. The loss of the land and the erection of the fence, by reason of siting and height, appears intrusive in this part of the street to the detriment of the visual amenity of the locality. The development is therefore contrary to Policy 10 of the Bedfordshire Structure Plan 2011 and Policies BE8 and R12 of the South Bedfordshire Local Plan Review.
