Conditions or Reasons:
1) The proposal, by reason of the resultant loss of established amenity land, the restricted size of the site, poor relationship with the surrounding development and the likely cramped and incongruous appearance of the dwelling and associated parking, would result in an obtrusive and overbearing form of development, would fail to respect and enhance the character of the surrounding area and would detract from the amenity of neighbouring occupiers. The proposal would be contrary to Policy 10 of the Bedfordshire Structure Plan 2011 and Policies BE8 and H2 of the South Bedfordshire Local Plan Review.
2) The proposed development would result in the loss of established off street parking spaces currently used by the occupiers of 7 Holmfield Close and, given the constraints of the site, would also fail to provide satisfactory off street parking for the future occupiers of the proposed dwelling. The proposed development would consequently result in an unacceptable increase in kerbside parking and would therefore be detrimental to the free flow of traffic and to highway safety. The proposal would be contrary to Policy 42 of the Bedfordshire Structure Plan 2011 and Policies T1, T10 and H2 of the South Bedfordshire Local Plan Review.
3) The submitted plans show that highway land has been incorporated within the application site and such land has a highway function and cannot be incorporated within a residential development. The resultant loss of highway land would detract from the turning and free flow of traffic and would be detrimental to highway safety, being contrary to Policy 42 of the Bedfordshire Structure Plan 2011 and Policies T1 and H2 of the South Bedfordshire Local Plan Review.
