Conditions or Reasons:
1) The proposed development, by reason of the bulk and scale of buildings, the scale of site coverage by buildings and car parking and the lack of amenity space, would result in an unduly cramped and unsatisfactory form of development that would be inappropriate in its context and harmful to the established character of the locality and the visual and residential amenities of adjoining occupiers. Furthermore, the design of the proposed scheme fails to take the opportunities for improving the character and quality of the area. The proposal is, therefore, contrary to national guidance in PPS1 (Delivering Sustainable Development), to Policies 8 and 10 of the Bedfordshire Structure Plan 2011 and to Policies H2, H6 and BE8 of the South Bedfordshire Local Plan Review.
