Conditions or Reasons for Planning Application - MB/09/00496/FULL
Conditions or Reasons:
1) The development hereby approved shall be commenced within three years of the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 which is designed to ensure that a planning permission does not continue in existence indefinitely if the development to which it relates is not carried out.
2) All external works hereby permitted shall be carried out in materials to match as closely as possible in colour, type and texture, those of the existing building.

Reason: To safeguard the appearance of the completed development by ensuring that the development hereby permitted is finished externally with materials to match/complement the existing building(s) and the visual amenities of the locality.
3) The extension hereby permitted shall not be occupied at any time other than for purposes ancillary to the residential use of the dwelling known as 131 Sun Street, Biggleswade.

Reason: The ancillary accommodation created by the development is not suitable, because of the circumstances of the site, to be used as a separate, independent residential unit.
4) Before the annex is brought into use the pedestrian visibility splays shall be provided as shown on the approved drawing No 28656/3A at each side of the access.

Reason
To provide adequate visibility between the existing highway and the proposed access, and to make the access safe and convenient for the traffic which is likely to use it.
5) Before the annex is first brought into use the, vehicular access on site parking and turning areas shall be provided and surfaced as shown on approved drawing No 28656/3A. Arrangements shall be made for surface water from the site to be intercepted and disposed of separately so that it does not discharge into the highway

Reason
To avoid the carriage of mud or other extraneous material or surface water from the site so as to safeguard the interest of highway safety and reduce the risk of flooding and to minimise inconvenience to users of the premises and ensure satisfactory parking of vehicles outside highway limits.
6) Before the access is first brought into use in association with the annex, the existing access located closer to the eastern boundary shall be closed in a manner to the Local Planning Authority's written approval.

Reason
In the interest of road safety and to reduce the number of points at which traffic will enter and leave the public highway.
7) The new proposed access gates shall be provided as shown on the approved drawing No 28656/3A.

Reason
To ensure that vehicles draw off the highway before the gates are opened.
8) The permission shall extend only to the application as amended by drawing numbers 28656/2B and 28656/3B received 29/9/09.

Reason: For the avoidance of doubt and to ensure that the development is implemented in accordance with the plans formally approved by the Local Planning Authority.
