Conditions or Reasons for Planning Application - CB/09/05384/LB
Conditions or Reasons:
1) The works hereby consented shall be begun within three years of the date of this permission.

Reason: To comply with Section 18 of the Planning (Listed Buildings and Conservation Areas) Act 1990, to ensure that this consent does not continue in existence indefinitely if the development to which it relates is not carried out.
2) Prior to commencement of any works or repairs being first commenced, a full and detailed precise specification of all proposed materials (e.g. type and origin / manufacturer and mix of line and sand / aggregate for mortars or plasterwork / render, wood lath, brick, stone, slate, timber);

A method statement, clearly explaining the sequence of the proposed works and how the approach accords with the usual conservation good practice; and

an itemised schedule of works (describing fully all repairs, re-instatements and replacement works) and agreed making good, shall be submitted to and approved in writing by the Local Planning Authority.

The development shall be completed solely in accordance with the approved details.

Reason: To ensure that the special architectural or historic interest of the building, its character and appearance is properly preserved, maintained and enhanced in accordance with PPG15 and standard conservation good practice.
3) Prior to any building works being first commenced, detailed drawings of all proposed new and / or replacement doors and windows, together with a detailed specification of the materials, construction and finishes, shall be submitted to and approved in writing by the Local Planning Authority.

Details shall be provided which clearly show a section of the glazing bars, frame mouldings, door panels, the position of the door or window in relation to the face of the wall, depth of reveal, arch and sill detail.

The development shall be implemented solely in accordance with the submitted details.

Reason: To ensure that the special architectural or historic interest of the building or structure, its character and appearance is properly preserved, maintained and enhanced in accordance with PPG15 and standard conservation good practice.
4) Prior to the commencement of development a precise specification of the materials and proposed finishes shall be submitted to and agreed in writing by the Local Planning Authority.

The development shall be implemented solely in accordance with the agreed details.

Following the carrying out or completion of the building operations or alterations for which consent is hereby granted, all making good of the existing building shall be carried out in materials and finishes which closely match, like-for-like, those historic materials and finishing details used in the existing building with usual conservation good practice and to the satisfaction of the Local Planning Authority.

Reason: To ensure that the special architectural and historic interest, character and appearance of the building is properly maintained, in accordance with PPG15 and standard conservation good practice.
5) Prior to any brickwork repair or new brickwork being first commenced, a detailed description and precise specification of the nature, bond and extent of the works, together with the lime base mortar mix and sand / aggregate to be used shall be submitted to and approved in writing by the Local Planning Authority. In addition, a sample panel or area of the brickwork, in the agreed bond and providing a representative range of the bricks to be used throughout the repairs, in terms of colour, texture and the mortar jointing or pointing profile or finish shall be provided as a reference and agreed standard to maintain consistency in workmanship on the site and shall be retained for the duration of the repair works.

All works shall be carried out solely in accordance with the approved details.

Reason: To ensure that the special architectural and historic interest of the building along with its character and appearance is properly preserved, maintained and enhanced in accordance with PPG15 and standard conservation good practice.
6) Prior to the commencement of development a sample of the staircase shall be constructed for the on site agreement of the Local Planning Authority showing details of the materials, balustrade and handrail. Development shall be carried out in accordance with the approved sample.

Reason: To safeguard the special architectural and historic interest of this statutory Listed Building in accordance with PPG15.
7) Prior to commencement of development details of how the existing basement void is to be treated shall be submitted to and approved in writing by the Local Planning Authority and the works fully implemented in accordance with the approved details.

Reason: To safeguard the special architectural and historic interest of this statutory Listed Building in accordance with PPG15.
8) A 1:50 drawing of the proposed treatment of the sun lounges to be created in place of the existing wooden extensions shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. These details shall include proposed wall and floor finishes.

The development shall be implemented solely in accordance with the approved details.

Reason: To ensure the treatment of this part of the building is satisfactory.
9) No cleaning of the internal or external faces of the brick/stonework shall take place until the proposed cleaning method has been agreed in writing with the Local Planning Authority. test panels of the works shall be prepared on site for the Local Planning Authority to demonstrate how it is proposed the brick/stone will be cleaned. The cleaning works shall only proceed once the appearance of the test panels and the cleaning method and materials have been agreed.

Reason: To ensure the cleaning method is one suitable for use on the historic fabric of the building.
10) All new windows shall have a white painted finish unless otherwise agreed in writing by the Local Planning Authority. The colour paint finish of all other external joinery shall be submitted to and agreed in writing by the Local Planning Authority prior to these decoration works commencing.

Reason: To ensure a satisfactory and consistent finish to the fenestration of the development.
11) Prior to any works commencing to fit fire surrounds and hearths to the existing chimney breasts in any of the four units herby granted consent full details of the fireplaces shall be submitted to and agreed in writing by the Local Planning Authority. Where the hearths are to remain blanked off, details of the capping of the retrospective chimneys and any means of venting the stack within the building shall be submitted to and agreed in writing by the Local Planning Authority, prior to these works commencing.

The development shall be implemented solely in accordance with the approved details.

Reason: To ensure the proposals are suitable for this historic building.
12) Prior to works commencing on the refurbishment of the veranda areas of the two wing units a detailed scheme of the treatment of these areas shall be submitted to and agreed in writing with the Local Planning Authority. This shall include the following details:
a) Whether the seating is to be reinstated or removed. If this is to be retained the new seating shall be manufactured to replicate as closely as possible the pattern of the existing sections of benching. The benching shall have a paint finish the exact colour of which shall be agreed in writing by the Local Planning Authority.
b) The treatment of the first floor windows and circular vent details

The development shall be implemented solely in accordance with the approved details.

Reason: To safeguard the special architectural and historic interest of the Listed Building.
13) Details of the following external works shall be submitted as part of a hard and soft landscaping scheme for the site:

External lighting to and around the building;
Bollard's;
Treatment of the steps/ light well area leading to the basement area;
Any means of enclosure;
Any signage to the units;
Soft landscaping;
Hard surfacing of any paths, parking areas, and driveways around the building;
Any minor structures.

The development shall be implemented solely in accordance with the approved details.

Reason: In the interests of protecting the setting of this Listed Building.
14) The existing natural roof slates covering the existing roofs shall be carefully removed and stored safely for reuse on the building. The exact roof planes this shall be reused on shall be agreed in writing by the Local Planning Authority prior to the re-roofing works commencing. Where new slates have to be used a sample of the new slates shall be submitted to and agreed in writing by the Local Planning Authority. This shall be selected to match the colour, texture and size of the existing natural slates on the building.

Reason: To safeguard the special architectural and historic interest of the building.
15) A detailed specification for the internal finishes of the new communal porch areas to be created to the central link sections of the building shall be submitted to and agreed in writing by the Local Planning Authority prior to the works on this part of the building commence. These details shall include:

Floor surface finishes;
Wall and ceiling surface finishes, including details of any new dividing walls;
Lighting;
Details of how the existing arches are to be retained.

The development shall be implemented solely in accordance with the approved details.

Reason: To ensure an acceptable form of development which protects the special character and appearance of the historic building.
16) All rainwater goods shall be cast iron.

To ensure that the special architectural and historic interest, character, appearance and integrity of the Listed Building or other historic building is properly maintained and to accord with PPG 15 and standard conservation good practice.
