Conditions or Reasons:
1) The site lies within the South Bedfordshire Green Belt, where permission will not be granted except in very special circumstances for development for purposes other than agriculture and forestry, mineral working, small scale facilities for outdoor sport and outdoor recreation or other uses appropriate to a rural area which preserve the openness of the Green Belt. No case for special circumstances or other justification has been established that would warrant the proposed development being allowed. The proposal is therefore contrary to the guidance set out in Planning Policy Guidance 2 - 'Green Belts'.
2) The proposal, if permitted, would lead to an intensification of use of an existing access and highway which is not of sufficient standard to safely and satisfactorily accommodate commercial traffic generated by the proposal, without prejudice to the safety and convenience of other highway users. The proposal is therefore contrary to the guidance set out in Planning Policy Guidance 13 - 'Transport'.
