Conditions or Reasons: | 1)
The development shall begin not later than three years from the date of this permission. REASON: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |

Before the dwelling is first occupied or brought into use, the parking scheme shown on Drawing No. SE 2474 /10B shall be completed and thereafter retained for this purpose. REASON: To ensure provision for car parking clear of the highway. |

Before the development is commenced, a photographic survey of the existing front boundary wall and railings shall be undertaken and submitted to the Local Planning Authority for its records. REASON:To ensure that an accurate record is made of the existing structure. |

The existing facing bricks, stone steps, stone copings, gate and railings shall be retained and re-used and any necessary variations shall first be approved in writing by the Local Planning Authority. Unless otherwise agreed in writing by the Local Planning Authority, the specification and details of any new stone, masonry, mortar, metalwork and railings shall exactly match that of the existing construction. REASON: To ensure that the development is in keeping with the character and appearance of the Conservation Area and the setting of the listed building. |

Before the access is first brought into use a triangular vision splay shall be provided on each side of the new access and shall measure 1.8m along the fence, wall, hedge or other means of definition of the front boundary of the site, and 1.8m measured into the site at right angles to the same line along the side of the new access drive. The vision splays so described and on land under the applicant's control shall be maintained free of any obstruction to visibility exceeding a height of 600mm above the adjoining footway level. REASON: To provide adequate visibility between the existing highway and the proposed access, and to make the access safe and convenient for the traffic which is likely to use it . |

Before the parking space hereby permitted is first used, it shall be surfaced in accordance with details which shall previously be agreed in writing by the Local Planning Authority. Arrangements shall be made for surface water drainage from the site to be intercepted and disposed of separately so that it does not discharge into the highway. REASON: To ensure that an appropriate surface finish is provided and to avoid the carriage of mud or other extraneous material or surface water from the site into the highway in order to safeguard highway safety. |

The new vehicular access shall enter the public highway at the boundary at such a level as shall be agreed in writing by the Local Planning Authority. The maximum gradient of the vehicular access shall be 10% (1 in 10) and shall be constructed on the application site entirely outside highway limits. REASON: To secure a satisfactory access appropriate to the development, in the interest of public safety and convenience. |

Before the proposed vehicular access is first used, details of the junction of the access together with improvements to the highway which shall include the provision of a footway on the south-eastern side of the Toddington Road between points X and Y as indicated on the approved plan, shall be submitted to and approved in writing by the Local Planning Authority. The works shall be carried out in accordance with the approved details before the dwelling is first occupied and the extended footway and verge transferred to the highway authority for inclusion within the highway. REASON: In the interests of road safety and pedestrian movement. |

Any gates provided shall open away from the highway and be set back a distance of at least 5.0m from the nearside edge of the carriageway of the adjoining highway. REASON: To enable vehicles to draw off the highway before the gates are opened. |
10)
The development hereby permitted shall only be carried out in complete accordance with the approved plans and specifications. REASON: To ensure no variation from the approved plans. |
11)
This permission relates only to the details shown on Drawing No. SE 2474/10B received 16/09/09 or to any subsequent appropriately endorsed revised plan. REASON: To identify the approved drawing and to avoid doubt. |
