Conditions or Reasons:
1) The proposed change of use of part of the site from public open space to private garden would be detrimental to the visual amenity and character of the area and contrary to the provisions of Policy R12 of the South Bedfordshire Local Plan Review and the terms of the planning agreement associated with the grant of planning permission reference SB/TP/00/0015. The proposed development does not accord with any of the stated permissible exceptions to the policy and no other exceptional circumstances have been put forward in this case.
