Conditions or Reasons:
1) The site is in a visually commanding location among a group of mature trees at the top of the Chiltern Hills scarp. The proposed manege would likely involve local raising or reduction of the ground level, which would significantly harm at least one tree and thus expose the proposed manege and stables to open views from the Luton urban area, as well as harming the character of the Area of Great Landscape Value and Green Belt in which it is situated. Furthermore, in such a view the proposed manege and stables would appear intrusive. In the absence of a carefully constructed access extending to the entrance to the proposed stables there would be a high risk of vehicles crossing land to the west of the stables and causing compaction to the roots of further mature trees with associated risk to their health and impact on the important landscape. The proposal would therefore be contrary to Policies ENV2 and ENV7 of the Regional Spatial Strategy, Policy 6 of the Bedfordshire Structure Plan 2011, and Policies NE3, BE8 and NE11 of the South Bedfordshire Local Plan Review 2004.
