Conditions or Reasons for Planning Application - CB/09/06124/FULL
Conditions or Reasons:
1) The site lies within the Green Belt and the proposal would, by reason of its inappropriate layout, scale and design, not constitute an acceptable form of infilling as permitted by Policy GB3 of the South Bedfordshire Local Plan Review whereby, within category 2 villages, infilling and limited redevelopment would be permitted within defined boundaries. The proposed development would thereby be inappropriate development in the Green Belt, contrary to national guidance within Planning Policy Guidance Note 2, 'Green Belts'.
2) The proposed development, by reason of its layout, scale of dwellings and poor design would be visually obtrusive and harmful to the character and appearance of the local surroundings and the setting of the site generally. The proposal would, therefore, be contrary to the principles of good design set out within national guidance in Planning Policy Statement 1 'Delivering Sustainable Development' and Planning Policy Statement 3 'Housing', and to Policy ENV7 of the East of England Plan and to Policies BE8 and H12 of the South Bedfordshire Local Plan Review.
3) National guidance and regional policy seek to conserve and enhance the landscape of the Areas of Outstanding Natural Beauty and to protect the areas from development which would have an adverse effect on them. To permit this proposal would have an adverse effect on the landscape and natural beauty of the Chilterns Area of Outstanding Natural Beauty contrary to Policy ENV2 of the East of England Plan.
4) The proposal would conflict with Policy 7 of the Bedfordshire Structure Plan 2011 and Policy NE3 of the South Bedfordshire Local Plan Review, which state that development which would adversely affect the character of areas defined as being of Great Landscape Value will not normally be permitted. To permit this proposal would have an adverse effect on the landscape of the area.
