Conditions or Reasons for Planning Application - SB/06/01282
Conditions or Reasons:
1) The proposal conflicts with Policy 3 of the Bedfordshire Structure Plan 2011 and Policy IS3 of the South Bedfordshire Local Plan Review which state that there will be a presumption against development in flood plains or in areas of flood risk where, in the opinion of the District Planning Authority in consultation with the Environment Agency or Internal Drainage Board, the proposed development would be at risk from flooding or would result in an increased risk of flooding elsewhere. The Flood Risk Asessment submitted does not fully assess the flood risk to the site contrary to the Government advice in PPG 25, " Development and Flood Risk". To permit this proposal would thereby be in conflict with these policies.
2) By reason of its siting in a location which is prone to crime and notwithstanding the proposed security measures, the proposed development would offer opportunities for crime and create an unsafe environment having regard to its design and use and its location adjacent to the proposed Sustrans cycle route. The proposal is therefore contrary to the principles of good design set out in Policy BE8 of the South Bedfordshire Local Plan Review.
