Conditions or Reasons:
1) The cottages along this section of the High Street are characterised by a degree of separation from the highway with well-defined front gardens. Removal of the enclosing boundary walls and creation of dropped kerbs with subsequent parking on these small areas of front garden, would significantly alter the character and appearance of these cottages and be of detriment to the street scene, causing harm to the character of the Toddington Conservation Area. The proposal is therefore contrary to Policies 13 and 14 of the Bedfordshire Structure Plan 2011 and Policies BE4 and BE5 of the South Bedfordshire Local Plan Review.
2) If permitted, the proposal would create a precedent whereby it would be difficult for the District Planning Authority to resist similar proposals to the further detriment of the character and appearance of the Toddington Conservation Area.
