Conditions or Reasons for Planning Application - CB/10/00891/FULL
Conditions or Reasons:
1) The application site is too restricted in size for the scale of the proposed development which would appear cramped in relation to adjoining buildings, out of character with the surrounding area and, by reason of siting in close proximity to the boundaries of the site, would appear obtrusive, fail to complement and harmonise with its surroundings and detract from residential amenity and the amenity of the locality in general. The proposal would thereby be contrary to the principles of good design as set out in government guidance contained within Planning Policy Statement 1: 'Delivering Sustainable Development', Planning Policy Statement 3: 'Housing' and Policies BE8 and H2 of the South Bedfordshire Local Plan Review.
2) The development, if permitted, would lead to the intensification of use of an existing access which provides inadequate driver / driver intervisibility and pedestrian / driver intervisibility and would lead to conditions of danger for all road users. The proposal would thereby be contrary to national advice contained within Planning Policy Guidance 13: 'Transport' and Policy 10 of the South Bedfordshire Local Plan Review.
3) To permit this proposal would increase vehicular usage of a substandard access which, by virtue of its restricted width, alignment and lack of vehicular turning facility would preclude convenient movement on the public highway to the detriment of public safety and convenience. The proposal would thereby be contrary to national advice contained within Planning Policy Guidance 13: 'Transport' and Policy T10 of the South Bedfordshire Local Plan Review.
4) The proposed development would make inadequate provision for the parking of cars and would lead to an increase in on-street parking thereby resulting in unacceptable traffic congestion and additional hazards for highway users and the local residents. The proposal would thereby be contrary to national advice contained within Planning Policy Guidance 13: 'Transport' and Policy T10 of the South Bedfordshire Local Plan Review.
5) The proposed development fails to provide a turning area which is suitable for a light goods vehicle and as a result would lead to service/delivery vehicles having to manoeuvre from or onto School Lane in reverse gear leading to additional hazards for highway users. The proposal would thereby be contrary to national advice contained within Planning Policy Guidance 13: 'Transport' and Policy T10 of the South Bedfordshire Local Plan Review.
6) The proposed development fails to make provision for the refuse and recycling collection near the highway and would result in an obstruction on the highway on collection day and cause an additional hazard for highway users. The proposal would thereby be contrary to national advice contained within Planning Policy Guidance 13: 'Transport' and Policy T10 of the South Bedfordshire Local Plan Review.
7) The proposed development fails to make provision for cycle storage and cycle parking for visitors and would therefore fail to promote sustainable modes of transport. The proposal would thereby be contrary to national advice contained within Planning Policy Guidance 13: 'Transport' and Policy T10 of the South Bedfordshire Local Plan Review.
8) The application site lies within Flood Zone 3 which has a high probability of flooding. The application is not supported by a Flood Risk Assessment and hence the flood risks resulting from the proposed development are not known, contrary to the national advice contained in Planning Policy Statement 25, ' Development and Flood Risk'.
