| Conditions or Reasons: | 1)
The development hereby approved shall be commenced within three years of the date of this permission.
Reason: To comply with Section 91 of the Town and Country Planning Act 1990 which is designed to ensure that a planning permission does not continue in existence indefinitely if the development to which it relates is not carried out. |
2)
Prior to the development hereby approved commencing on site details of the final ground and slab levels of the dwellings hereby approved shall be submitted to and approved in writing by the Local Planning Authority. Thereafter the site shall be developed in full accordance with the approved details.
Reason: To ensure that a satisfactory relationship results between the new development and adjacent buildings and public areas. |

Prior to the commencement of the development full details of both hard and soft landscaping shall be submitted to and approved in writing by the Local Planning Authority. These details shall include:-
proposed finished levels or contours; boundary treatments, to include a detailed drawing of the boundary wall to the front of units 1-3; details of external lighting; materials to be used for any hard surfacing which shall include the demarcation of the parking spaces; proposed and existing functional services above and below ground level; details of bollards; planting plans, including schedule of size, species, positions, density and times of planting; cultivation details including operations required to establish new planting; details of existing trees and hedgerows on the site, indicating those to be retained and the method of their protection during development works.
The development shall be carried out in accordance with the approved details.
Reason: In order to ensure that the landscaping is carried out within a reasonable period in the interest of the visual amenities of the area. |

Prior to the commencement of the development a scheme shall be submitted for written approval by the Local Planning Authority setting out the details of the materials to be used for the external walls and roof of the new dwellings. The development shall be carried out in accordance with the approved scheme.
Reason: To protect the visual amenities of the building and of the area generally. |

Prior to the commencement of the development a scheme shall be submitted for written approval by the Local Planning Authority setting out the details of the materials to be used for the external walls and roof of the car port. The development shall be carried out in accordance with the approved scheme.

Prior to the commencement of the development a Site Waste Management Plan shall be submitted and approved in writing by the Local Planning Authority. The development shall accord with the approved details.
Reason: To comply with current guidance on waste management in accordance with Policy DM3. |
7)
Development shall not commence until a scheme detailing provision for on site parking for construction workers for the duration of the construction period has been submitted to and approved in writing by the Local Planning Authority. The scheme shall be implemented throughout the construction period.
Reason: To ensure adequate off street parking during construction in the interests of road safety. |
8)
Before development begins, a scheme for the parking of cycles on the site shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall be fully implemented before the development is first occupied or brought into use and thereafter retained for this purpose.
Reason: To ensure the provision of adequate cycle parking to meet the needs of occupiers of the proposed development in the interests of encouraging the use of sustainable modes of transport |

Development shall not begin until details of the junction of the proposed vehicular access with the highway have been approved by the Local Planning Authority and no building shall be occupied until the junction has been constructed in accordance with the approved details.
Reason: In order to minimise danger, obstruction and inconvenience to users of the highway and the premises |
10)
Before the access is first brought into use the triangular vision splay shown on each side of the new access shall be provided as shown on Drawing No 2893/7 unless otherwise agreed in writing by the Local Planning Authority. The vision splays so described and on land under the applicant's control shall be maintained free of any obstruction to visibility exceeding a height of 600mm above the adjoining footway level.
Reason: To provide adequate visibility between the existing highway and the proposed access, and to make the access safe and convenient for the traffic which is likely to use it. |

No dwelling shall be occupied until visibility splays have been provided at the junction of the estate road with the public highway as shown on drawing No 2893/7 or unless otherwise agreed in writing by the Local Planning Authority. The vision splays shall be provided and defined on the site by or on behalf of the developers and be kept free of any obstruction.
Reason: To provide adequate visibility between the existing highway and the proposed access and to make the access safe and convenient for the traffic which is likely to use it. |
12)
The proposed vehicular access shall be constructed and surfaced in a durable material to be approved in writing by the Local Planning Authority for a distance of 10.0m into the site, measured from the highway boundary, before the premises are occupied. Arrangements shall be made for surface water drainage from the site to be intercepted and disposed of separately so that it does not discharge into the highway.
Reason: To avoid the carriage of mud or other extraneous material or surface water from the site into the highway so as to safeguard the interest of highway safety |
13)
Before the premises are occupied all on site vehicular areas shall be surfaced in a manner to the Local Planning Authority's approval so as to ensure satisfactory parking of vehicles outside highway limits. Arrangements shall be made for surface water from the site to be intercepted and disposed of separately so that it does not discharge into the highway.

14)
The proposed development shall be carried out and completed in all respects in accordance with the access siting and layout illustrated on the approved plan No 2893/7 and defined by this permission and, notwithstanding the provision of the Town and Country Planning General Permitted Development Order 1995, (or any Order revoking or re-enacting that Order) there shall be no variation without the prior approval in writing of the Local Planning Authority.
Reason: To ensure that the development of the site is completed insofar as its various parts are interrelated and dependent one upon another and to provide adequate and appropriate access arrangements at all times |
15)
The dwellings shall be constructed in Flemish bond and all screen brick walls shall be constructed in Garden Wall bond unless otherwise agreed in writing by the Local Planning Authority.
Reason: In the interest of visual amenity. |
16)
Units 1- 3 shall have full sliding sash windows, Units 4 - 7 shall have small pane casement windows, Units 1 - 3 shall have one and a half gauged brick window heads at ground floor level, details of which shall be submitted to and approved in writing by the Local Planning Authority. The development shall accord with the approved details and shall be retained thereafter.

17)
Prior to the first occupation of the building the first floor window, and window serving the stairwell in the south elevation of Unit 7 shall be fitted with obscured glass of a type to substantially restrict vision through it at all times, and restriction on its opening, details of which shall have been previously submitted to and agreed in writing by the Local Planning Authority. The obscure glazing shall be retained thereafter.
Reason: To safeguard the amenities of occupiers of adjoining properties. |
18)
Notwithstanding the details of the boundary treatment on the frontage of the listed building (boundary wall, railings and pier) as shown on plan nos. 7A, 8 and 9, details of a white painted picket fence to replace the wall railings and pier shall be submitted to and approved in writing by the Local Planning Authority. The development shall accord with the approved details and shall be retained thereafter.
Reason: To protect the visual appearance of the listed building. |
19)
No materials produced as a result of demolition or site development or clearance shall be burned on site. All reasonable steps, including the damping down of site roads, shall be taken to minimise dust and litter emissions from the site whilst works of construction or demolition are in progress. Reason: To protect the amenities of occupiers of neighbouring properties. |
