| Conditions or Reasons: | 1)
The development shall begin not later than three years from the date of this permission. REASON: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |
2)
New external facing and roofing materials shall match those of the existing building as closely as possible. REASON: To ensure that the development is in keeping with the existing building. (Policy BE8 S.B.L.P.R). |

Before the development is first occupied or brought into use, the parking scheme shown on Drawing No. 10/682/03 Rev.D shall be completed and thereafter retained for this purpose. REASON: To ensure provision for car parking clear of the highway. (Policy T10 S.B.L.P.R). |

Before the development hereby permitted is first occupied or brought into use, the section of the building shown hatched black on Drawing No. 10/682/03 Rev.D shall be demolished and the resultant material removed from the site. REASON: To safeguard the openness and visual amenity of the green belt. |

Before development begins and notwithstanding the details submitted with the application, a schedule and specification of repair works detailing all proposed works of repair and making good to the fabric of the building shall be submitted to and approved in writing by the Local Planning Authority. The development shall be carried out only in accordance with the approved details.REASON: To ensure that the proposed development is carried out in a manner which safeguards the historic character and structural integrity of the building. |

Development shall not begin until details of improvements to the junction of the vehicular access with the highway have been approved by the Local Planning Authority and no part of the building shall be occupied until the junction has been improved in accordance with the approved details. REASON: In order to minimise danger, obstruction and inconvenience to users of the highway and the premises. |

Visibility splays shall be provided at the junction of the access with the public highway before the development is first occupied or brought into use. The minimum dimensions to provide the required splay lines shall be 2.4m measured along the centre line of the proposed access from its junction with the channel of the public highway and 43m measured from the centre line of the proposed access along the line of the channel of the public highway. The required vision splays shall, on land in the applicant's control, be kept free of any obstruction. REASON: To provide adequate visibility between the existing highway and the proposed access, and to make the access safe and convenient for the traffic which is likely to use it . |

The maximum gradient of the vehicular access shall be 10% (1 in 10). REASON: In the interests of the safety of persons using the access and users of the highway. |

Before the premises are first occupied or brought into use, all on site vehicular areas shall be surfaced in a manner to the Local Planning Authority's approval so as to ensure satisfactory parking of vehicles outside highway limits. Arrangements shall be made for surface water from the site to be intercepted and disposed of separately so that it does not discharge into the highway. REASON: In order to minimise danger, obstruction, and inconvenience to users of the highway and of the premises. |

Development shall not begin until details of refuse storage area and collection point have been submitted to and approved in writing by the Local Planning Authority and the building shall not be occupied or brought into use until the storage and collection points have been constructed in accordance with the approved details. REASON: To ensure that refuse bins associated with the development do not cause a hazard or obstruction to the highway. |

Development shall not begin until details of secure cycle storage/parking for visitors has been submitted to and approved in writing by the Local Planning Authority and the building shall not be occupied or brought into use until the cycle storage/parking facility has been provided in accordance with the approved details. REASON: In order to promote sustainable modes of transport. |

No development shall commence until wheel-cleaning facilities have been provided at the site exit in accordance with a scheme to be submitted to and approved in writing by the Local Planning Authority. The approved facilitiesdeveloper shall ensure that all vehicles exiting the site use the approved wheel cleaning facilities. The wheel cleaning facilities shall be retained until the development has been substantially completed or until such time as the Local Planning Authority is satisfied that the roadworks necessary to provide adequate and clean access to and from the public highway have been completed (apart from final surfacing). REASON: In the interests of the amenity and to prevent the deposit of mud or other extraneous material on the highway during the construction period. |

Before any construction work begins, a pre-commencement meeting shall be held on site and attended by the site manager, the arboricultural consultant and a Council arboricultural officer. If a Council arboricultural officer is not present then the arboricultural consultant must inform the Council in writing of the details of the meeting. REASON: To agree all aspects of tree protection measures and aspects of their implementation and sequencing that will form the basis of any supervision arrangements between the arboricultural officer and the developer. |

Before any construction work begins, the precise location of tree protection barriers shall be agreed by the Local Planning Authority, the locations to be in compliance with Section 9 and Figure 2 of BS 5837:2005 "Trees in Relation to Construction". All root protection areas set outside the protective barriers shall be covered in ground protection as stipulated in Section 3.5 of the arboricultural report prepared by Acorn Tree Surgery Ltd. dated 6th March 2010. RE4ASON: To ensure the satisfactory protection of the trunk, branches and rooting medium within the root protection area, to establish a construction exclusion zone and to safeguard the integrity of the rooting medium and soil structure within the root protection area. |

Before any construction work begins, precise details of the pile foundation system to be used shall be submitted to and approved in writing by the Local Planning Authority, the system to reflect the general methodology stipulatedin Section 3.2 of the arboricultural report prepared by Acorn Tree Surgery Ltd. dated 6th March 2010. REASON: To ensure the successful retention of the tree's root system and to safeguard the integrity of the rooting medium and soil structure within the root protection area of retained trees. |

This permission relates only to the details shown on Drawing Nos. 10/682/01 Rev.B received16/08/10, 10/682/03 Rev.D received 06/10/10 and 10/682/02 Rev.B received 11/10/10 or to any subsequent appropriately endorsed revised plan. REASON: To identify the approved plans and to avoid doubt. |
